Previous laws stated that it was a Federal offense for American Indians to purchase alcohol, punishable by one year in prison. So when the laws changed, and American Indians were allowed to purchase alcohol, they naturally thought it was a trick. But once they found out it wasn't, they cleaned out liquor stores.
